Please note, the OS is Windows 98 SE
Symptom: I have an application open and I go to File > Open on the application menu. The open file dialogue box appears and is displaying files by date created or modified, not alphabetically.

This results in an ever shifting file listing each time I open/modify a file in a directory.

I can right click in the open dialogue box and select Arrange Icons > by Name. I know this may sound like a trivial issue but when opening perhaps 100's of files daily it becomes a bit of a nuisance.

This event occurs with all applications on my computer when opening any file.

It also occurs when I perform a file > save as from an application.

Additionally it occurs when I double click on a folder to view the folder contents.

Now, if I run a program such as Cute FTP, the files are sorted alphabetically. Same with ThumbsPlus or any other application that displays a list of files in the applications own window.

Essentially any time I access any folder on my computer, and the application uses a dialogue box generated by the computer, it displays files in date saved or modified as opposed to alphabetically.

Question: How do I get the File > Open dialogue box to once again display files in alphabetical order?

Additional comments: In the past the files were displayed alphabetically. For reasons unknown to me this began happening a few months ago.

I have tried the View > Folder Options settings but have had no luck.
